Ba-Sing-Se

The setting of this campaign will take place almost entirely inside of the city of Ba-Sing-Se. This city is gigantic, almost a 40 miles in diameter. There are 2 parts of the city, inner and outer. Both parts of the city are protected by walls, but the inner district besides being smaller and having less area, houses the majority of the population. While the outer district has 15 mile radius from the inner city and contains farm land in 3/4 of it and farmers. The other 1/4 is ocean and is protected by two 400 foot long gates that are moved up and down to allow trading ships in. The campaign starts in the lower rescesses of the city, with large amounts of tenaments and gangs. There is low police activity and justice is mostly self-service, also there are no restriction on spell casting and weapons and armor usage as long as the police aren’t around. As we go on in the campaign the restrictions on weapons, armor and spellcasting will get more and more sever and unless you have special dispensation to carry certain armor and weapons, or to cast spells offensively. These rules will come into play with the game and will only be invoked when needed, also some characters automatically get dispensation because of class or influence.
